Leadership

Dwayne Moses

President and CEO

Dwayne takes the lead role in corporate operations, providing strategic plans for growth and business development. Dwayne has extensive technical and programmatic experience with a variety of DoD systems and disciplines. He has over 30 years of professional experience in development, acquisition, fielding, testing and evaluating radar systems and missile subsystems for the U.S. Navy.

Michael Harmon

Chief Operating Officer

Mike has over 30 years of experience in the DoD Engineering and Professional Support Services industry. His technical background is in providing radar engineering services. For the last 10 years, he has been in executive management roles providing both corporate operations and business development leadership. He earned a BS in Electrical Engineering from the Pennsylvania State University.

Chris Heier

VP of Navy Programs

Chris brings over 35 years of experience in development, testing, evaluation, fielding and life cycle support for Navy radar systems, both in the U.S. Navy and in foreign navy combat systems. As the former Deputy Executive Director of the Naval Surface Warfare Center, Chris was a leader in the stewardship of key technical and business capabilities and helped oversee the daily operation of the NAVSEA Warfare Centers and their 23,000 employees.

Michella Hensley

VP of Operations

Michella has over 15 years in Financial Analysis, Operations Research, and Program Management to the US Navy and commercial industry, within the US and abroad. Michella has a BS in Business Administration from the University of Louisville and an MBA from Keller Graduate School of Management. She has managed programs of $29+M in annual revenue and teams of over 100.

Matt Scarlett

VP of Corporate Development

Matt is a dynamic leader with 23 years operational U.S. Navy Experience, 15 years as an engineer and Program Manager at Johns Hopkins, APL, focused on warfighter solutions in air and missile defense. For the last 8 years he has had executive management roles in business operations, growth, merger, and integration. He earned his B.S in Aerospace form the University of Colorado, and his masters from the University of Maryland.

Frank Vento

Director of Finance
and Compliance

Frank is an experienced executive with a demonstrated track record in risk and financial analytics, team leadership, business development, strategic and tactical planning, and risk management. Frank worked in the financial services industry for over 25 years, as a professional liability underwriter, senior vice president, and the investment management industry leader for the world’s largest insurance broker.

Contract Vehicles

SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, and the United States Marine Corp compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal is an efficient and effective means of contracting for professional support services and enhancing small business participation.

Decision Tech received a Seaport NxG award on December 3, 2018. This Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be used by Naval Sea Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, the Office of Naval Research and the United States Marine Corp. to acquire engineering and program management services that span the entire spectrum of mission areas and technical capabilities supported by the Department of the Navy.
